Rujus

Rujus are the highest Jivas. They occupy the echelon immediately after Sri Lakshmi. In fact, Brahma and Vayu are also Rujus. Rujus do not have any doshas. Nor are they affected by the vikaras of the three gunas (sattva, rajasa, tamasa). Rujus have uncompromised bhakti in Vishnu. 

Only rujus are qualified to occupy the post of Brahma (and Vayu). No one ever can occupy them under any circumstances. Rujus do not have distortions even when they take birth as an avatar. There are infinite number of Rujus. Every Ruju, after sadhana for 100 kalpas, gets the post of “kalki” (not to be confused with the avatar of Vishnu by the same name). Their relative position within ruju-gana keeps increasing and eventually they become (after 98 more kalpas) Vayu. Then, they reach the post of Brahma.
